Maintenance Moment: Partnership at PCLI | Mississauga, ON

The GPMC/NMC’s history at PCLI Mississauga reflects the strength of a labour-management model designed to support industrial maintenance through stability, professionalism, and long-term workforce continuity. Through our relationship with CAM Industrial Solutions and the project agreement framework governing maintenance by contract at the site, we the GPMC/NMC, has helped establish a reliable structure that provides access to a coordinated, multi-trade union workforce capable of meeting routine maintenance demands, outage requirements, and evolving operational needs.

At PCLI Mississauga, that history is measured not only by the terms of an agreement, but by performance sustained over time. The GPMC/NMC model has supported continuity by ensuring access to a skilled and dependable pool of union tradespeople who understand the expectations of refinery maintenance and the importance of consistent execution. For industrial owners, that consistency is critical. It supports safe performance, adaptability across changing scopes of work, and the retention of site knowledge and craft discipline that can only be built through long-term labour relationships.

The recent recognition of CAM Industrial Solutions as a preferred supplier at PCLI Mississauga is a meaningful milestone within that broader history. It reflects confidence in a delivery model that consistently brings together qualified union labour, effective site coordination, and dependable execution under the GPMC/NMC framework. Preferred supplier status represents more than formal recognition.

It confirms the value of a maintenance model built on responsiveness, labour stability, safety, and the ability to supply the right workforce at the right time.

“Our relationship with PCLI Mississauga and CAM is built on mutual respect, shared expectations, and a long-standing commitment to delivering work to a high standard. We are proud of what this partnership has achieved and of our continued ability to help supply a consistent, effective workforce that delivers value over time.”

Recent performance results further reinforce that confidence. CAM Industrial Solutions was recognized at the PCLI Mississauga site for 195,934 injury-free craft hours in daily maintenance, 80,465 injury-free craft hours on the OCI/TFR outage and received a Sustained Superior Performance Award recognizing 829,074 injury-free craft hours over three years at the site. Furthermore, CAM is set to receive yet another Sustained Superior Performance Award this fall recognizing an additional 390,372 injury-free craft hours through 2025 for a total of 1,219,446 injury-free craft hours over the past four years at PCLI Mississauga. These achievements reflect more than strong individual outcomes. They speak to a mature maintenance relationship grounded in planning, craft competency, accountability, and a workforce that continues to deliver over the long term.

From the GPMC/NMC’s perspective, the value delivered at PCLI Mississauga lies in the ability to provide a workforce that stands the test of time. The model offers more than access to labour. It creates a durable foundation for strong site knowledge, dependable labour relations, and effective execution across maintenance, outages, and project work. In an operating environment where certainty and performance matter, the GPMC/NMC partnership with CAM continues to demonstrate how a stable unionized workforce can contribute directly to operational reliability and sustained site success.
